How to go about building apps for google plus? Is there a developers platform?

I want to create an app for google plus, the same way you would create one for facebook with the developer platform. How will I go about doing this?|||http://www.plus-google.co.cc/|||hey! google+ is currently a test project with a limited users to develop it with a few more good ideas....so wait until it opens... :)
